Mr. Qumar Sarwar Abbasi joined the Civil Service in 1994 through the 22nd Common Training Programme. He is an alumnus of Institute for Development Policy & Management, University of Manchester (U.K.) from where he acquired his M.A. (Econ.) Development Administration & Management. He also holds an M.A. in International Relations from the University of Peshawar. During his career in the Civil Service Mr. Abbasi has served in different Ministries/Organisations of the Federal Government. His recent postings included Additional Secretary – HRM/CF, Ministry of Finance, Executive Director (Ops.), C.P.E.C. Authority; Senior Joint Secretary Ministry of Planning, Development and Special Initiatives; Joint Secretary to the Cabinet; Joint Secretary, Ministry of Finance; Joint Secretary (World Bank-China-Debt Management), E.A.D. and Joint Secretary (P.A.C.), National Assembly.
