Gulmina Bilal Ahmad is the first female Chairperson of National Vocational Technical Training Commission (NAVTTC) since Feb 2024. She brings to this position 25 years of experience working with the development sector with a sharp focus on youth skill building, social cohesion-community resilience, media capacity building, gender inclusiveness, mental health and effective governance. Over the years have been recognized as an international facilitator with clients based in United States of America, Germany, Romania, United Kingdom and Bulgaria. Recognized and invited as an able resource person on Countering Violence Extremism, mental health, social cohesion and public policy. Strong managerial skills and since 2007 have been managing a forty plus team of employees and a Consultants roster of fifteen consultants. She has extensive experience of project management in leading positions on various donor funded projects. For 25 years, fortunate to explore and work on various thematic areas including but not limited to Gender responsive policing, Ending violence against women (EVAW), Peace building, Promotion of interfaith harmony, Capacity building of law enforcement officials on human rights, and countering terrorism financing. From 2005-2024, she worked as the Founding Executive Director ,a nonprofit named Individualland Pakistan (IL) devoted to promoting gender responsive policing. In this capacity, managing projects ranging from research, capacity building and policy reforms’ intervention. As head of IL, Gulmina has spearheaded work on the roles of different CVE actors, including women, youth, and civil society; promotion of CVE cooperation across and between different regions and areas of practice; development of CVE policies and programs, such as evaluations; and implementation of CVE programming and training in partnership with key national and international stakeholders. Gulmina has led the CVE’s initiatives of IL based on two broader themes; Research and community outreach and engagement. A seasoned trainer and facilitator and have conducted various capacity building trainings both at the national and international level most notably with the International Academy for Leadership of Friedrich Naumann Foundation, Germany. As a consultant, working for a number of leading organizations like the International Foundation for Election Systems (IFES), United States Institute of Peace (USIP), USAID , Asian Development Bank, UNWomen , UNODC and with the Prosecutors and District judges as the Sindh , Punjab and Baluchistan Judicial Academies. From 2022-2024, Gulmina was also the Head of the South Asia Hub of Strong Cities Network which is an independent global network of more than 200 cities dedicated to addressing all forms of hate, extremism and polarization at the local level. The South Asia Regional Hub works in Asia engaging with local municipalities and empowering cities.
